Parking Review - Phase Summary
Phase 1 - Leith / Abbeyhill and Gorgie / Shandon
Parking controls were implemented across the approved Phase 1 areas in 2023 and 2024, as detailed in the table below:

Post-implementation monitoring is currently taking place across all Phase 1 CPZs. The results of these monitoring surveys will be presented to Committee later this year.
Implementation of the Controlled Parking Zone (CPZ) in Gorgie (S6) was managed over two phases to allow the Council to carry out additional monitoring in the western part of the zone. The remaining streets in the S6 area (which are not part of the CPZ) will be subject to ongoing monitoring.
Phase 2 - Easter Road, Lochend/Ryehill (called "West Leith" on our plans), Bonnington, Willowbrae and the A8 Corridor
An informal consultation process took place in February and March 2021 with results being reported to the Transport and Environment committee in August 2021.
Committee decided that monitoring of the potential impacts of phase 1, and further engagement on the design and detail of the phase 2 proposal, should be undertaken before a decision is made on the future of phase 2.
The Council is working to prepare surveys to obtain feedback on the new CPZ from residents and businesses in the Phase 1 areas. Results of the monitoring and capacity surveys and the customer engagement surveys will be presented to Committee with recommendations for next steps.
Further monitoring of parking pressures is also currently taking place in the Phase 2 areas adjacent to the new CPZs (implemented as part of Phase 1) to determine if there has been any displacement of vehicles. The areas being surveyed include Easter Road, Lochend (West Leith), Willowbrae, Bonnington, and Piershill.
Phase 3 - Priority Parking Areas B1, B3, B4, B5, B7 and B10, Plus Fettes and Prestonfield
In December 2022, Committee agreed to progress Traffic Regulation Order (TRO) for Phases 3 and 4. This commitment for Phase 3 included changing the current status of existing Priority Parking Areas (PPAs) in the north and south of the city (B1, B3, B4 and B5) to CPZs and introducing new CPZ controls in the Fettes area.
The remaining areas of B7, B10, Prestonfield will be monitored in order to assess the impacts of new parking controls in nearby or neighbouring areas.
Phase 4 - Newhaven, Trinity and Portobello
Committee agreed to progress Traffic Regulation Order proposals for a CPZ in Portobello, as part of Phase 4. Newhaven South and Trinity will be monitored in order to assess the impacts of new parking controls in nearby or neighbouring areas.
Phase 5
Following the Committee decision (on 15 August 2024) to proceed with the legal process to implement a Permit Parking Area () in the Craiglockharton North area, further engagement has taken place with residents. The engagement, along with the surveys and engagement already undertaken last year, has enabled the preparation of PPA TRO plans for the area.
The Traffic Order will be advertised to the public as part of the statutory process later this year.
Monitoring
We will be monitoring those areas closest to any new Controlled Parking Zones and will carry out surveys before work starts, during implementation, and after the work is complete. These surveys will help us to understand whether there has been any migration of parking pressures and what action might be needed.
