Severely mentally impaired person Council Tax discount

You may be able to get a discount on your Council Tax bill if you, or someone who lives with you, have been classed as severely mentally impaired. 

The person must also be entitled to 1 of the following benefits

  • Incapacity Benefit (short or long term)
  • Attendance Allowance
  • Constant Attendance Allowance paid with a War Pension
  • Disability Living Allowance (middle or higher care component)
  • Increase in disablement pension (due to constant attendance being needed)
  • Adult Disability Payment (standard or enhanced rate daily living component) or short-term assistance paid in lieu of Adult Disability Payment
  • Child Disability Payment (middle, or higher rate care component) or short-term assistance paid in lieu of Child Disability Payment
  • Working Tax Credits that includes a disability element
  • Income support (which includes a disability premium)
  • Personal Independence Payment (daily living component)
  • Armed Forces Independence Payment
  • Employment and Support Allowance
  • Universal Credit (in circumstances where a person has limited capability for work and/or work-related activity)
  • Unemployability Supplement or Allowance paid with a War Pension
  • Severe Disablement Allowance

How to apply 

Step 1 - Registered medical practitioner authorisation

You must download and print the registered medical practitioner authorisation for severe mental impairment Council Tax discount form (PDF) and give it to the person's registered medical practitioner to complete and authorise. 

Step 2 - Submit the online form

Complete the Council Tax discount for persons with a severe mental impairment online form.

Before you start you must have the following documents ready to upload (these can be a scan or photograph)

  • the completed declaration from the registered medical practitioner 
  • evidence of the qualifying benefit ready to upload. 

Apply for Council Tax discount for persons with a severe mental impairment

Your discount will be awarded either from the date the registered medical practitioner certified the severe mental impairment or the date the person started to receive the qualifying benefit, whichever is later.

Amount of discount

We may offer a

  • 25% discount where a property is home to a person or people who are severely mentally impaired and one other adult who is not
  • 100% exemption where a property is home to only a person or people who are severely mentally impaired.

This discount reduces your Council Tax, water and sewerage charges.
